We were commissioned by Mirvac Queensland Pty Ltd to undertake civil engineering design and documentation, project coordination, construction certification, project management and superintendency and contract administration services for the Everleigh Residential Development at Greenbank, Qld.

Balancing long-term residential growth with complex stakeholder and environmental requirements
We were commissioned to support the Everleigh Residential Development in Greenbank, Queensland, through civil engineering design and documentation, project coordination, construction certification, project management and superintendency, and contract administration.
The challenge was delivering a large-scale residential development with a long delivery timeframe of more than 10 years, while maintaining consistency in standards, decision-making and staging over the life of the project. Mirvac’s development team also had a high level of technical literacy and project engagement, which required a detailed and considered design and management approach.
The project involved additional complexity in the approvals and asset ownership environment. The supplied information identifies Brisbane City Council as the local authority, while the project narrative also refers to EDQ approval requirements and Logan City Council ultimately owning the assets. This created a need to carefully manage authority requirements through the design and delivery process.
The site itself also presented environmental challenges, with high-value conservation areas and waterways requiring careful stormwater and environmental management across a development of this scale.
Early planning and design validation supported informed decision-making
Our team adopted a customer-centric approach aligned with Mirvac’s strategy for Everleigh and tailored its design development process to the client’s high level of technical engagement.
We prepared a preliminary whole-of-site design for the 3,451-lot community, including key services such as water, sewer and stormwater, together with road strings. This went beyond a standard bulk earthworks approach and enabled earthworks contours and grades to be validated early, helping identify design and construction constraints.
To support delivery planning, we developed a proprietary cost planning tool to produce a detailed Opinion of Cost and provide a baseline for assessing design and sequencing decisions. We also developed an Estate Standards Manual to consolidate technical standards, approval conditions and authority requirements, supporting consistency over the long life of the project.
A collaborative 3D design review process was implemented, particularly for earthworks and retaining walls, to help Mirvac visualise the end product and provide feedback during design development. Our experts also developed a whole-of-site stormwater strategy, including an automated treatment train to capture water for reuse within the project. In addition, a proactive approach to engagement with Logan City Council helped support effective coordination throughout the project.
